I would imagine that you just create one and then spam the village pumps and help desks to let the new-user-helpers know that it exists. That's not helpful, I know. If you decide on specific code you want to import ("I want a requested entries page similar to the one at the English Wikipedia", etc.), I can help with that, but since I don't know much about Wiktionary and can't speak Japanese, it's about as helpful as I can get.
